Community Plan Process Explanations and Terminology:
Working Groups: The Work Groups are composed of interested community members, Planning Commission members, City Council members, County Board of Commissioners, and County and City Staff. The working groups will meet with the consultants and staff a minimum of three to four times between April and Sept. 2002 to advise them on the Issue Papers and Draft Plans and Policies. The working groups will continue to help advise on policy direction for their group. Meetings will be scheduled at times that best accommodate the working groups.
RFP: The RFP is a Request for Proposal, which is a formal outline of the work plan used to explain the scope of work to consulting firms that bid for the project.
Issues Summaries: Issue Summaries are the identified items that will be considered and researched for possible inclusion into the plan. An example would be growth management techniques. Once the issue is identified and summarized for the community to consider, issue papers that describe the issue and possible solutions will be prepared.
Issue Papers: Issue papers are an analysis of the issues and possible solutions as well as any implications/consequences from these solutions.
Technical Data: This is the technical studies that are included in the plan and help to define which alternatives can be accomplished with the infrastructure resources that are available or can be expanded. An example would be a city-wide traffic capacity and Level of Service Study.
Alternative Plans: The traditional planning process involves developing a range of alternatives for addressing the goals of the plan and selecting the best plan to achieve the stated goals.
Community Plan Elements: Comprises the amendments that would be made to the existing Community Plan Elements and the new elements that are added.
Public Review and Adoption: As this is both a City and County project, the plan will be reviewed by both the City and County Planning Commissions and approved by the City Council and County Board of Commissioners. The formal adoption will begin with a final series of community meetings.
