Work on the plan began in April 2003 with the goal of having a draft plan completed in the Fall of 2003. The Citizen's Advisory Committee (CAC) met six times over the course of the spring and summer. A draft plan was completed and presented for public comment in November 2003. The plan was unanimously endorsed by the CAC (which includes Trails and River Committee members) in November and recommended for adoption by the Parks and Recreation Commission in January 2004. It will be considered for adoption by the Steamboat Springs City Council in early February 2004.
